In case it isn't clear, the cygwin-announce mailing list has been
around for as long as the cygwin mailing list.  It was a very
low traffic mailing list for a while, but that will be changing now
that we are using DJ's more net release layout which allows dynamic
updating of packages.

We will attempt to remember to send announce email to
cygwin AT sourceware DOT cygnus DOT com but as this currently means that a human
has to remember to do something, there are no guarantees.
