Usually, when there's a cygwin-inst-*.tar.gz, I don't download the separately supplied cygwin1-*.dll.gz under the (apparently mistaken) assumption that the separate dll is the same as the one in the archive. I guess you're right, and I'll have to pay more attention to the time stamps on the files.
