It seems that the old location http://www.multione.capgemini.fr/tools/pack_ipc/ is more-or-less down. I managed to track down a mirror at http://dods.jpl.nasa.gov/WinPort/portEnvSetup.html; I took their version and added ftok() from glibc. The result hasn't been well tested, but perl seems happy with it.
