The binaeries there are not really  Cygwin Tools; it is WinNT-Tool.

Propelly one moth ago their was discussion here about using this tool!
Subject was: My RCS-Files are to big.

The main thing was: The RCS-Tools must use their own diff.exe.
Read the README comming with binaeries, special # 4.0
