I forgot to mention in my posting that I am in fact using
Suhaib's x11r6_4-cygwin-ss-dev_tar.gz distribution with
the latest LessTif binary for Cygwin from www.lesstif.org
(it was late at night after a long day mucking about with
my system).

This combination seems to work well.  Thanks again to
Chris, Suhaib, and all the other folks contributing to
Cygwin.
