You can download build instructions + a patch from ftp://belgarion.resnet.gatech.edu/pub/cygwin/B20/perl/perl-cygwin-instructions.tar.gz Also, there's a pre-built version in the same directory ftp://belgarion.resnet.gatech.edu/pub/cygwin/B20/perl/perl5.005_02-cygwinb20.tar.bz2 (2.7Meg) just untar from /, it'll unpack itself into /usr/local/bin, /usr/local/share, etc. As far as your other questions are concerned, i don't know.
