Sorry but no.  It is not likely.  Since it cannot be a complete
emulation of UNIX-style mixed case, given Win32 limitations, we are not
going to be incorporating this patch into Cygwin.

This is one of the very few patches from Sergey that haven't made it
into Cygwin.
