System: B20 on Win95

1) As previously reported by others about B19, arrow keys don't work
properly on Win95 when NumLock is on. This bug is still in B20, it appeared
in coolview between April 23 and July 15...

2) ioctl (0, TCGETAW, &buf) doesn't work (on Win95) although ioctl (0,
TCGETA, &buf) works fine. That bug was also in B19.
