I have sucessfully built libMagick.dll using Makefile.DLLs from:

    http://www.cs.mu.oz.au/~fjh/gnu-win32/how-to-build-dlls.html

The speed is fine.

I remember Cristy having the same problem. I myself only built the plug-ins I
needed for my work (hdf, jpeg, zlib). I know of at least one tiff port to
gnuwin32, take a look at:

              http://gnu-win32.paranoia.ru/

The binaries may be B18, but you may be able to easily recompile 
the patched sources.

I am not sure. Try compiling with "-O".
