Andy, I've downloaded xemacs 20.5b32.  I had to change the shell in
configure from /bin/sh to /bin/bash (the default /bin/sh of Cyg-Win32 is
not a link to /bin/bash).  Configure went well, but the make failed. 
Here's the message:

to run temacs, adjust sheap-adjust.h to 0 or a +ve number.  If you are
dumping then STATIC_HEAP_SLOP is too small.  Generally you should *not*
try to run temacs with a static heap, you should dump first.
