Try adding "map system = yes" to the entry in smb.conf for the share
that you're exporting.  That should make every file on the share appear
to be executable.

It's a bit like using a sledge hammer to drive in a finishing nail, but
it's probably the best you can do given the constraints of Windows/SMB.
