Your subject says does not work but your post says cannot download - which is it?

What ISP or org and system are you connected to and/or logged in on for these 
operations?

What command line program and arguments or GUI program and selections are you 
using to download and/or execute Cygwin Setup?

What are the symptoms and text of any message outputs that leads you to believe 
the operation/s does/do not work?

I just downloaded and executed Cygwin Setup a few different ways with no 
problem, and all the files have the same hash and contents as that used for my 
last local upgrade of all Cygwin packages.
