No, I think this is just a bug.

If the package is listed in after a '-P' option, it's been "explicitly 
selected by the user", so this flag should be set to record that.

(In fact, I have a vague memory of fixing something like this once already)

I'd consider a patch for the second form, an explicit 
'--record-use-picks-(enable|disable)' option, although it seems a bit 
excessive.
