Hmm ... not that much info to go on, though folks familiar with Azure AD may
have some specific knowledge.  Here are some questions that might offer
additional useful information.

Can you run /usr/bin/ls?  (Possibly via Windows cmd.)

If so, what does /usr/bin/ls -l /usr/bin/hostname say?

Can you run /usr/bin/getfacl?

If so, what does /usr/bin/getfacl /usr/bin/hostname say?

Looking from Windows, what does icacls on Cygwin's /usr/bin/hostname say?

Also, for bug reports / issues it is generally helpful if you provide the
output of cygcheck -s, which gives details of your cygwin installation.

Lastly, I wonder if there is something about Azure AD in general, your
environment specifically, etc., that denies execute permissions on files in
the file system area involved.  I can imagine something like that as a
corporate security measure.
