Here are some questions that might offer additional useful information. Can you run /usr/bin/ls? (Possibly via Windows cmd.) If so, what does /usr/bin/ls -l /usr/bin/hostname say? Can you run /usr/bin/getfacl? If so, what does /usr/bin/getfacl /usr/bin/hostname say? Looking from Windows, what does icacls on Cygwin's /usr/bin/hostname say? Also, for bug reports / issues it is generally helpful if you provide the output of cygcheck -s, which gives details of your cygwin installation. Lastly, I wonder if there is something about Azure AD in general, your environment specificially, etc., that denies execute permissions on files in the file system area involved. I can imagine something like that as a corporate security measure. Hope some of this helps ...
