How much disk and memory does the VM have compared to W11 requirements?
For Cygwin, you need to provide enough extra memory to map all the dlls from all 
the packages selected, plus about another 256MB for exes, depending on your 
workload.

You should also setup without any selections and see if the postinstall scripts 
complete without SIGSEGV failures.
Look in /var/log/setup.log.full or the Windows equivalent path to see the 
details of what happened during the run.
