Hello Brian and all,

I removed my Cygwin files and started with a fresh installation from 
scratch.  Now wget is working. There was no need to mess with the registry.

I had no idea that installing too many Cygwin packages was courting 
failure.  Live and learn!

Many thanks for helping.  Maybe sometime soon I will once again try to 
get Xwindows to work.
