That appears to be the least of your problems.
You appear to have installed far too many Cygwin packages, possibly all, or at 
least as many as worked, before failures prevented further attempts?

As a result, your attachments exceed allowed sizes, so your email did not make 
it onto the list, or into the list archives.

Many packages appear not to be installed properly, and a number appear to be 
empty, as the contents have not been installed.

Such installations are unlikely to work because of components missing due to 
installation failures, address space conflicts between installed components, and 
Cygwin Setup failure to complete all installation processes without errors.

Please try creating a new Cygwin base installation on your system, with only 
default packages, and allow all Cygwin Setup postinstall processes to complete 
properly, with no c:/...cygwin.../bin/ processes running, and no errors showing 
in /var/log/setup.log.full.
Then rerun Cygwin Setup to add a reasonable number of packages, and allow all 
Cygwin Setup postinstall processes to complete properly, with no 
c:/...cygwin.../bin/ processes running, and no errors showing in 
/var/log/setup.log.full.

When your `cygcheck -hrsv` shows no Incomplete packages or Missing files, your 
installation is setup properly and should be working with no problems.

Otherwise wipe and repeat until successfull.
