Cygwin 32 (no longer supported) was i686-pc-cygwin as are Mingw cross-builds:

/usr/bin/i686-w64-mingw32-gcc-6.4.0.exe
/usr/bin/i686-w64-mingw32-gcc-7.4.0.exe
