Please run winfsinfo on the NFS filesystem:
/bin/winfsinfo getvolumeinfo "$(cygpath -w /cygdrive/n/nfsshare1)"

Does winfsinfo getvolumeinfo list the FILE_PERSISTENT_ACLS flag in that output?
