The Cygwin 3.5.0 announcement

says that there are

  New API calls: c8rtomb, c16rtomb, c32rtomb, mbrtoc8, mbrtoc16, mbrtoc32.

I have Cygwin 3.5.3 installed, and "nm /usr/lib/libc.a" shows that
c16rtomb, c32rtomb, mbrtoc16, mbrtoc32 are present, but

  c8rtomb, mbrtoc8

are not.

I believe the origin of this bug is the file winsup/cygwin/cygwin.din,
which lacks entries for c8rtomb, mbrtoc8.
