That is unusual.  Both setup-x86_64 and /etc/setup/installed.db show wget
and man-db as installed.
Of course, reinstalling them both was the first thing I tried and it
completed with errors in a few unrelated
postinstall scripts.  This led me to another exe failing in the same way:
install-info.exe from the info package.
Reinstalling it also did not solve the problem.
