Cygwin, newlib, and related projects, are always running the VolunteerYearOfCode
- any volunteer may offer patches any time of year, for any component or
package, which will always be thoughtfully considered.

Patience is required as reviewers may have busy lives, jobs, and some may take
long holidays/vacations to refresh: most regions may have spring, summer, and
winter break periods, which may overlap!

[Olympics, World, regional, and national football cup tournament final rounds,
possibly also test and international cricket series and rugby tournaments, and
local national sports final rounds, may reduce activity on many projects.]
