You should not just use the US default mirrors.kernel.org on the west coast in 
San Jose, California, near San Francisco, California, but choose the closest 
reliable mirror(s) to your system from the mirror list:

	https://cygwin.com/mirrors.html

Ports required depend on which services and transport protocols are supported by 
each mirror you use, and are the standard ports for those services and protocols:

$ grep '\(^ftp\(\s\|-\)\|^https\?\s\).*/tcp' /etc/services
ftp-data           20/tcp                           #FTP, data
ftp                21/tcp                           #FTP. control
http               80/tcp    www www-http           #World Wide Web
