Can not have it installed if it has not been released!

Upgrade delays vary from days to weeks depending on the volunteer maintainer's 
availability and free time, personal and project priorities, perhaps also any 
perceived advantages in upgrading, or issues when building  or testing.

Dropping a new openssh release a week before Xmas was not great timing, as 
maintainers may have similar deadlines, family or vacation travel plans, and 
stuff they have to get done to catch up when they get back in the new year.
