inih v56-1 has been uploaded to the Cygwin distribution servers, and
should be coming soon to a mirror near you.

From the upstream description[0]:

> inih (INI Not Invented Here) is a simple .INI file parser written in

> small and simple, so it's good for embedded systems.  It's also more
