This is another attempt to fix the issue with X windows not losing focus 
when it moves to a non-X window (see [1] for a collection of reports).

When reporting problems or regressions with this change, please mention 
which focus configuration you are using in Windows:

* Click focuses and raises (the default)
* Focus follows mouse pointer, raise focused window (Control Panel>Ease 
of Access>Ease of Access Centre>Make the mouse easier to use>Activate a 
window by hovering over it with the mouse)
* Focus follows mouse pointer (set using TweakUI or X-Mouse_Controls 
[2], etc.)
