DISLIN is a library graphics subroutines and functions -- 
https://www.dislin.de

The (binary) distribution can be used freely.  Source code is obtained 
for a small fee. Recent 32-bit and 64-bit cygwin binaries are available 
from https://www.dislin.de/downloads.html
