Trend Micro has (or had) multiple exclusion lists, not all of which you
can see in the GUI (depending on how your admin has set things up).  The
one that you most likely want to put the Cygwin installation directory
on is that for "online" mitigations, which is where the DLL injection is
used.

If you are at the receiving end of group policies controlled by
corporate IT any local exclusion lists may not be effective at all or
until you have scanned the directory once with the signature based part
(manually or otherwise).  Trend Micro does know about Cygwin and
probably has a canned solution ready, so if you can persuade your IT
folks to open a support ticket about your problem with them that is
probably the easiest way to put an end to it.
