Perl has been re-released as version 5.26.3-2 on Cygwin.  This release
avoids picking up xlocal.h as a dependency for building Perl modules in
various config files so that the pending removal of that include file in
the upcoming Cygwin versions starting from 3.1.0 will not create
problems.
