Subject: [ANNOUNCEMENT] libtool 2.4.6-7

The following packages have been uploaded to the Cygwin distribution:

* libtool-2.4.6-7
* libltdl7-2.4.6-7

GNU libtool is a generic library support script. Libtool hides the 
complexity of using shared libraries behind a consistent, portable 
interface.

This release was rebuilt for GCC 7.4.0.
