You can put the defaults in the script. Something like

setup-x86_64.exe -s
http://www.mirrorservice.org/sites/sourceware.org/pub/cygwin/ -R
d:\cygwin64 -n --local-package-dir d:\download\cygwin_cache -P <your
comma separated package list>
