The following packages have been added to the Cygwin distribution:

* cmark-0.28.3-1
* cmark-devel-0.28.3-1
* libcmark0_28_3-0.28.3-1

'cmark' is the C reference implementation of CommonMark, a rationalised
version of Markdown syntax with a spec.

This build is the initial release for Cygwin, added as a prerequisite
for new versions of mkvtoolnix-gui.
