With the latest v2.833 updates (x64).

Exim will not start and has fatal stop and makes panic log entry: 
2017-12-24 02:07:45     fork failed for TLS check


I rolled back to about 2 months prior version, and restored 
operations.   Sorry - no further info on the troublesome module.
