It generates files for various backends including Ninja, Visual Studio, and Xcode. Meson does not generate Makefiles, relying solely on Ninja for Linux and Unix support. This is an update to the latest upstream release: http://mesonbuild.com/Release-notes-for-0-42-0.html This meson includes the patch from [1] to allow tests to run successfully on Cygwin when building gstreamer with meson.
