Is your installation of libMagickCore6_2 up to date?  I get

$ objdump -p /usr/bin/cygMagickCore-6.Q16-2.dll | grep WebPDecode
         48ee2c      8  WebPDecode

It's not a known problem.  If updating your Cygwin installation doesn't
