Marco,

In hwloc Makefile.am, the pkgconfig file is blocked by 
!HWLOC_HAVE_WINDOWS.  Obviously we use the Win32 backend but we need 
hwloc.pc in -devel for other packages to use it.  Could you remove this 
bogus conditional and rebuild?
