The following packages have been uploaded to the Cygwin distribution:

* libenca0-1.18-1
* libenca-devel-1.18-1
* libenca-doc-1.18-1

Enca is an Extremely Naive Charset Analyser. It detects character set 
and encoding of text files and can also convert them to other encodings. 
The charset detecing functionality is also available as a library.

This is the initial release for Cygwin.
