The problem is here:

  cygwin                                1.8.6-2            OK

If you decide to switch from Red Hat version to latest Cygwin.com
version you can not update only perl, you need to update all packages.
Likely some new dll's will depend from feature only available in
newer version of other dll's.

On latest we have
  cygwin                                  2.0.4-1
