The following packages have been updated in the Cygwin distribution:

* libiconv-1.14-3
* libiconv2-1.14-3
* libcharset1-1.14-3
* libiconv-devel-1.14-3

This library provides an iconv() implementation, for use on systems
which don't have one in their C standard library, or whose
implementation cannot convert from/to Unicode.

This release actually creates the separate libiconv-devel package as
intended.  I have fixed the dependencies of packages accordingly, so it
should be pulled in automatically.
