I've just checked it again and it does get added when it's missing, just
like all other packages in the Base category.  It gets removed again
however when you press the "Keep" option button in setup, so don't do
that, at least not until you've reviewed which updates you do and don't
want.  If you should then chose not to install any Base packages, don't
complain that they're missing.

To just install/update the packages from the Base category you can
invoke "setup-x86.exe -C Base" from the CMD prompt.
