I've updated the cygrunsrv package to 1.61-1.

Changes and fixes:

* This version prepends /bin to $PATH before starting the
  actual service process only if no PATH variable was given at
  installation time (-e PATH=...).  If an explicit path was given at
  installation time, /bin gets appended to $PATH so as not to override
  the PATH order in that case.
