Sigh.

Yes, I know it's unusual to check a regular Cygwin rsync through an
automated process rather than via a manual, GUI-driven method.

Thank you for taking the time to investigate in this instance.  It did
not occur to me that one file out of 12,000 might have been copied to
the wrong location, so I *assumed* it would be a problem that would
affect people who attempted to install Cygwin via setup.exe.

You're quite right, I should also have checked the mirror directly, as
you did.
