Actually, while you will not find it in any package 
search, and it is no longer a Start Menu item, 
"Cygwin.bat" is still created in the root (/) of the 
installation directory by setup*.exe.  Specifically, 
via the routines included in desktop.cc of setup's source.

Perhaps this leads to some of the confusion or 
expectations with regard to its acceptable use.
