I've found a *critical* issue with this patch.

cygrunsrv now no longer appears in setup.ini, so the package doesn't
actually get installed by anything.  Also, the packages don't actually
appear on http://cygwin.com/packages/x86/cygrunsrv/

This effectively breaks every cygwin service.
