But all TeX Live packages should be available in the Cygwin distribution in one of the texlive-collection-* packages. You can search http://cygwin.com/packages/ to find out which one. In the case of the uspatent package, you won't find it because it was just added to TeX Live in September. But it's supposed to be in texlive-collection-publishers. I'll update the latter ASAP. Let me know if you find any other missing packages.
