I've just added an alternative configuration variable CPAN_DIR that
records just the directory component and sent the patch (together with a
few more to mainly deal with the new rpm-style cygport files which I
like very much) to Yaakov's sourceforge address.

So with this patch you can now either say:

CPAN_AUTHOR=AMBS/Inline

(before inherit perl of course) or more verbosely, but maybe less wierd:

CPAN_AUTHOR=AMBS
CPAN_DIR=Inline
