The following packages have been updated in the Cygwin distribution:

*** texlive-collection-bibtexextra-20120821-1
*** texlive-collection-bibtexextra-doc-20120821-1

This is primarily a packaging change/fix.  Starting with this release, 
/usr/bin/biber.exe will be in the texlive-collection-bibtexextra 
package; it will be removed from future releases of the texlive package. 
  I have also fixed the problem discussed at 
http://cygwin.com/ml/cygwin-apps/2012-07/msg00081.html, which made 
biber.exe non-functional, and I have updated biber and biblatex to the 
current stable upstream releases (biber-1.2 and biblatex-2.2).
