reporting all the sentence is more clear :
"For Cygwin licensing or commercial support, please visit the Red Hat 
Cygwin Product site."

On linux you can choose between Fedora and RHEL , here
you can choose between "Cygwin" and "Redhat Cygwin"

it is not so strange in the software world
