Since I reported it.

I used curl and didn't have the problem.

curl -R -o getcygwin.exe http://cygwin.com/setup.exe

Also, the x bit was set.

-rwxr-xr-x 1 705053 2012-04-29 02:27:44 getcygwin.exe

Two solutions!  Is this a great list or what!
